Five new non-permanent members of the United Nations Security Council for the 2027-2028 term were determined by a closed vote in the UN General Assembly. The new members will begin their duties at the start of 2027 and will serve on the Council for two years.
In the election, Zimbabwe from the African group and Trinidad and Tobago from the Latin America-Caribbean group secured membership in the first round. Portugal and Austria from the Western European and Others Group reached the required votes, while Germany lagged behind in the seat race.
In the Asia-Pacific group, there was a competition between Kyrgyzstan and the Philippines. Since a two-thirds majority was not achieved in the first round, the election proceeded to the second and third rounds. In the final round, Kyrgyzstan was elected with 142 votes, while the Philippines received 49 votes.
Winners
- Zimbabwe and Trinidad and Tobago won two-year memberships in the first round.
- Portugal received 134 votes, Austria 131 votes, and succeeded in entering the Council.
- Germany remained at 105 votes and was not elected.
- Kyrgyzstan secured the Asia-Pacific group seat with 142 votes in the final round.
- The new members will replace Denmark, Greece, Pakistan, Panama, and Somalia, whose terms will expire.
How the voting ended
In the election held at the UN General Assembly, countries competed for seats allocated according to regional distribution. In the voting conducted based on quotas determined for each regional group, at least two-thirds of the countries casting votes are required to support a candidate to be elected.
Within this framework, Zimbabwe received 182 votes, and Trinidad and Tobago received 181 votes. Portugal won Security Council membership with 134 votes, and Austria with 131 votes. Germany's 105 votes was one of the most notable points in the Western European and Others Group competition.
Three-round competition in the Asia-Pacific group
Kyrgyzstan and the Philippines, competing for the single seat in the Asia-Pacific group, did not reach the required majority in the first round. Therefore, the election proceeded to the second and third rounds.
In the final round, the Philippines remained at 49 votes, while Kyrgyzstan received 142 votes and was elected to the Council. Thus, the five new non-permanent members were completed.
Structure of the Council in the new term
The newly elected members will begin their duties at the start of 2027 and will replace Denmark, Greece, Pakistan, Panama, and Somalia, whose terms expire at the end of this year.
The Security Council consists of five permanent members with veto power and 10 non-permanent members elected for two-year terms. The presidency of the Council rotates monthly among the members in turn.
Currently, Bahrain, Colombia, the Democratic Republic of the Congo, Lithuania, and Liberia also serve as non-permanent members on the Council.
