Russia said US President Donald Trump’s proposal for Moscow and Kyiv to refrain from targeting each other’s energy infrastructure should not remain at the level of statements. Russian Foreign Ministry spokeswoman Maria Zakharova called for declarations on an energy ceasefire to be backed by concrete steps.
Zakharova calls for concrete action
Zakharova spoke at a press conference in Yekaterinburg on Tuesday, held as part of the 2026 International Youth Festival. Saying that the Kremlin had already issued a statement on the matter and that no further assessments were needed, Zakharova said the key issue was putting the declarations into practice.
“The most important thing now is to turn these declarations into action,” Zakharova said, arguing that Russia had always complied with ceasefires announced during the war. The Russian spokeswoman claimed the same could not be said of Kyiv and said all statements needed to be secured by concrete actions supporting them.
The Kremlin viewed the proposal generally positively
In a statement posted on Truth Social on Monday, Trump said Moscow and Kyiv had agreed not to target each other’s energy infrastructure. The US president also said that the main reason for the rise in global diesel prices was the conflict that began in February 2022.
Kremlin spokesman Dmitry Peskov said at a press conference on Tuesday that they viewed the energy ceasefire proposal generally as “a very good idea.” Peskov said that an energy ceasefire and measures to ensure the safe operation of oil refineries would not, by themselves, solve the fundamental problem in global oil products markets.
Zelenskyy says they expect concrete proposals
In an evening address late Monday, Ukrainian President Volodymyr Zelenskyy said they were ready to take steps to reduce tensions if Washington could ensure that Russia was genuinely and prepared to stop the war for the long term.
Zelenskyy stressed that peace was necessary and said energy, food routes and critical infrastructure should be part of talks on ending the attacks. The Ukrainian president said they expected concrete proposals from their partners.
