A riot broke out at the Bertie-Martin Regional Detention Center in Windsor, North Carolina, on Monday morning around 5:00 AM, initiated by inmates. The inmates attacked correctional officers and took control of parts of the prison.
Bertie County Sheriff Tyrone Ruffin stated in a press release that two guards were taken hostage while one guard managed to escape. Although a police team arrived at the scene within two minutes of the initial distress call, they were unable to enter the facility.
Sheriff Ruffin said, "Our priority is the safety of our personnel, the inmates, and the surrounding community." Law enforcement quickly established a security perimeter around the prison.
At the time of the incident, the facility held 88 inmates and three guards. Following approximately four hours of negotiations, 18 inmates and the two hostage guards were released around 9:30 AM. Minutes later, a larger group of inmates was also evacuated.
The North Carolina State Bureau of Investigation (SBI) then entered the facility and took the remaining 10 inmates into custody. It was announced that the facility was fully secured by 2:00 PM.
The SBI stated, "All inmates and staff are safe and accounted for; those injured have received treatment. Inmates have been transferred to other facilities, and the detention center will remain secure until damage assessments are completed."
The cause of the incident has not yet been determined. Sheriff Ruffin added that there is no threat to the public.
