COP31 President and Türkiye’s Minister of Environment, Urbanization and Climate Change Murat Kurum unveiled the COP31 Action Agenda at a high-level event held at the United Nations headquarters in New York.

Announced ahead of COP31, which will be hosted in Antalya in November, the Action Agenda is structured around 10 priority themes, including clean energy, electrification, zero waste, food security, resilient cities and green industrialization. Kurum said the initiative is designed to turn climate commitments into concrete and measurable action rather than introduce another set of pledges.
One of the key global targets is to increase electricity’s share of final energy consumption to 35 percent by 2035. The COP31 Presidency also aims to halve the growth of global waste by 2035 and reduce energy intensity in buildings by at least 25 percent.
Another major objective is to raise the global circular material use rate to 15 percent. The targets are intended to accelerate transformation across energy, transportation, industry and buildings.

BRIDGE initiative focuses on climate finance and investment
The Climate Implementation Bridge, known as BRIDGE, is another major component of the COP31 Action Agenda. The initiative aims to help countries transform their national climate plans into investment-ready projects and improve access to financing, particularly for developing economies and small and medium-sized enterprises.

Rifat Hisarcıklıoğlu, President of the Union of Chambers and Commodity Exchanges of Türkiye (TOBB) and COP31 Special Envoy for the Private Sector, also attended the event in New York. He welcomed the Action Agenda and emphasized the importance of electrification, circularity and climate finance for the business community.
COP31 is scheduled to take place in Antalya from November 9 to 20, 2026. Under Türkiye’s presidency, the summit is expected to place particular emphasis on implementation, access to climate finance and stronger private-sector participation in achieving global climate goals.
