Berhem Salih briefed the UN Security Council on forced displacement worldwide in New York on Friday.
Salih, the UN High Commissioner for Refugees, said conflict, violence, persecution and other factors threatening people's security had left more than 117 million people forcibly displaced.
Salih said the number of conflicts was increasing and existing crises were lasting longer, adding that political solutions had not been reached.
Salih said millions of people who had left their homes because of crises expected to be temporary remained displaced for years and, in some cases, for generations. He stressed that forced displacement was not only a humanitarian issue.
Salih said the situation also posed a serious challenge to international peace and security.
