China-based Xinbi Guarantee has been placed under US sanctions over its alleged use in cyber fraud, money laundering and other criminal activities targeting Americans.
The US Treasury Department announced that its Office of Foreign Assets Control (OFAC) had added the platform to its sanctions list. The department said Xinbi Guarantee operated a large illegal online marketplace widely used by Chinese cybercriminals.
OFAC also sanctioned two entities that supported the platform's operations involving digital currency and other financial services.

Transaction volume exceeds $24 billion
The Treasury Department said more than $24 billion in digital assets and fiat currency transactions had been processed through Xinbi Guarantee's platforms since 2022. The activities used a messaging application and a cryptocurrency wallet called XinbiPay.
US Treasury Secretary Scott Bessent said scam centers in Southeast Asia steal billions of dollars from American victims every year.
Bessent said the US administration was working together to dismantle these criminal organizations. According to the Treasury secretary, the department will continue using its authorities to disrupt the networks behind the scams and protect Americans.
