Secretary of War Pete Hegseth has ordered US Cyber Command and the Pentagon’s combat support agencies to “deploy advanced intelligence and cyber capabilities” to “identify, disrupt, and neutralize foreign interference in US democratic processes,” according to a memo reported by Axios and CNN on Monday.

The memo, dated September 22, is addressed to the head of Cyber Command and the directors of the National Security Agency, the Defense Intelligence Agency and the National Geospatial-Intelligence Agency. It directs Cyber Command to work with the Department of Homeland Security to counter foreign cyber threats to US election infrastructure. The memo does not cite a specific threat.

The directive draws on President Donald Trump’s 2025 executive order “Preserving and Protecting the Integrity of American Elections,” and comes after Trump accused China in a July speech of interfering in the 2020 election. The midterm elections will be held on November 3.
