A Pentagon report on U.S. airstrikes against the Houthis in Yemen brought civilian casualties from 2025 before Congress. The report says 153 civilians were killed and 243 were injured in the strikes.
The 12-page document, sent to the Senate Armed Services Committee on Monday, was prepared under a 2018 law requiring the annual reporting of civilian casualties. The Pentagon provided details of three strikes carried out in Yemen last April.
Strikes in Sanaa, Ras Isa Port and Saada
Five civilians were killed in a strike on Sanaa on April 6, 2025. Eighty civilians were killed in a strike targeting Ras Isa Port on April 17.
A third strike near Saada on April 28 resulted in the deaths of 47 civilians. The Pentagon also said investigations into 15 incidents were continuing.
Yemen Data Project puts toll higher
The Yemen Data Project calculated that 238 civilians were killed in U.S. strikes. Its figure was higher than the toll of 153 cited in the Pentagon report.
Human Rights Watch also said the strike on Ras Isa Port should be investigated as a possible war crime.
U.S. strikes in the Caribbean and Pacific
The Pentagon report said that, as of February 1 of this year, no civilian deaths had been recorded in U.S. strikes against boats suspected of drug trafficking in the Caribbean and the Pacific.
