U.S.-based ride-hailing company Uber and Chinese autonomous driving firm Pony.ai have decided to expand their robotaxi operations in Europe. The companies aim to extend the commercial service currently operating in Zagreb to four more European cities and deploy more than 2,000 robotaxis in total.
The names of the new cities and the detailed timetable for the rollout have not yet been announced. The expanded plan also includes the launch of robotaxi services in the Middle East, with details of the regional rollout expected to be announced gradually.
Technology from Pony.ai, platform from Uber
Under the agreement, Pony.ai will provide its Level 4 autonomous driving technology, developed through its large-scale operations in China. The company will also contribute its passenger experience systems and operational expertise to the partnership.
Uber’s role will be to provide customer access, reservations, payments and customer service through its mobility platform. Daily fleet operations may be assigned to local partners selected in each market. Vehicle ownership and the financing model may vary by city or country.
Targeting a repeatable commercial scale
Sarfraz Maredia, Uber’s global executive responsible for autonomous mobility and delivery, said the next stage of autonomous transportation was to move beyond individual launches and achieve a repeatable commercial scale.
Maredia said they aimed to build a model capable of rapid expansion across cities by combining Pony.ai’s autonomous technology with Uber’s platform, local experience and operational capacity.
James Peng, Pony.ai’s founder and chief executive officer, described the expanded agreement as an important stage in the partnership. Peng said the two companies aimed to establish sustainable commercial operations in Europe and beyond by combining Pony.ai’s autonomous driving technology and operational expertise with Uber’s global mobility platform and market access.
From Zagreb to Europe
The partnership between Uber and Pony.ai began in May 2025. At the time, the companies planned to integrate Pony.ai’s robotaxis into the Uber platform in international markets.
In 2026, the two companies launched a commercial robotaxi service in Zagreb with Croatian mobility company Verne. Verne served as the fleet owner and operator under the service.
Pony.ai currently operates paid, fully driverless robotaxi services in Beijing, Shanghai, Guangzhou and Shenzhen.
