Video released by the American Civil Liberties Union shows an Immigration and Customs Enforcement agent stabbing the tire of a car belonging to a couple who had been recording ICE agents near Portland, Oregon, before the agents drove off without arresting or speaking to them.
In an administrative complaint filed on behalf of the couple, U.S. citizens identified only by their initials, the ACLU and the ACLU of Oregon demanded an investigation and answers from the Department of Homeland Security.
According to the complaint, the couple spotted an ICE SUV in Hillsboro on the morning of Oct. 7 and followed it to a supermarket parking lot, where they yelled "This is ICE!", blew whistles and honked their horn. Three ICE vehicles then chased them, "driving aggressively and nearly colliding into" their car, the complaint says, without flashing lights or sirens for most of the pursuit.
When the couple stopped at a traffic light, the video shows a masked agent getting out of his vehicle, stabbing one of the car's rear tires with a knife and returning to his car. The same agent later got out again and stabbed the tire a second time. All three vehicles then turned off their lights and sirens and drove away.
"We observe and record public ICE activity in order to shine a light on their abusive behavior and to create a record of what our government is up to," the couple said in a statement provided by the ACLU. "Because of that, they are terrorizing us and anyone else who dares to exercise their First Amendment right to hold our government accountable."
The ACLU says the incident is another example of ICE agents retaliating against people for activity protected by the First Amendment.
