Voting from abroad

IN SHORT

Overseas voters may vote in parliamentary and presidential elections and referendums.
To register in the overseas electoral register, you must submit a U.S. address declaration to the consulate.
Check your address through e-Devlet and your voter registration and diplomatic mission through the YSK Voter Inquiry.
You can vote at the diplomatic mission where you are registered or, if you are in Türkiye, at a polling station at a border gate.

Turkish citizens living in the United States may vote from the United States in certain elections in Türkiye. To do so, you must be registered in the overseas electoral register. Registration is based on the address declaration you submit to the consulate. This page explains which elections you can vote in, how to check your registration, and where and when you can vote. The rules are based on Law No. 298 on the Basic Provisions of Elections and Electoral Registers and on announcements by diplomatic missions.

Which elections can you vote in?

  • Overseas voters may vote in parliamentary elections, presidential elections and referendums.
  • It is not possible to vote from abroad in local elections (including mayoral, municipal council and by-elections).
  • In parliamentary elections, overseas voters may vote only for political parties participating in the election.
  • Election campaigning cannot be conducted abroad or at diplomatic missions.
  • At our check on October 16, 2026, the YSK's "Upcoming Elections" section listed only the June 7, 2026 mayoral, municipal council member and local administration by-election. It is not possible to vote from abroad in this election.

Overseas electoral register: registration depends on your address declaration

  • The overseas electoral register is created according to your residential address in the address registration system. If your residential address is in Türkiye, you will appear in the electoral register in Türkiye and cannot vote in the United States.
  • The way to move your registration to the United States is to submit an address declaration to the consulate. The Consulate General of Türkiye in New York states that an address declaration is required to vote at polling stations abroad.
  • An address declaration can be submitted in person or by mail in the United States; it is free of charge within 20 business days after moving. For details, see 11.3.
  • As an election approaches, a deadline may be announced for submitting an address declaration by mail. For example, the Consulate General of Türkiye in Boston announced that it would not accept address declarations by mail after the close of business on March 19, 2023, for the 2023 elections. Follow your mission's announcements during the election year.
  • According to Boston's same announcement, an address declaration cannot be submitted through e-Devlet while abroad.

Check your registration

  1. View your registered address through the "Residential and Other Address Certificate Inquiry" service on e-Devlet. If the address is not your current address in the United States, submit an address declaration first.
  2. During the election period, check your registration in the overseas electoral register and the diplomatic mission where you will vote on the YSK's Voter Inquiry page. The YSK mobile application also provides this inquiry.
  3. The register is "put on display" for a certain period before an election. Law No. 298 regulates the consideration of applications made directly or through a consulate to be entered in the register during the display period. The display dates are announced by the YSK and diplomatic missions for each election.
  4. If you have questions, call the YSK Call Center.

Where and when do you vote?

  • Polling stations at diplomatic missions:
    • Polling stations are established at Turkish diplomatic missions and, if necessary, at other locations deemed suitable by local authorities. The YSK decides at which mission a polling station will be established, with the opinion of the Ministry of Foreign Affairs.
    • Voting continues from 45 days before the election until 17:00 on the third day before election day, according to the schedule set by the YSK. The YSK may shorten this period depending on the number of voters.
    • Voting hours are from 08:00 to 17:00 local time. In some locations, the YSK may allow voting for 24 hours, including holidays.
    • For each election, diplomatic missions separately announce polling station addresses, dates and times (for example, Boston's 2023 announcement).
  • Border gates:
    • If you are traveling to Türkiye during the election period and are registered in the overseas electoral register, you may also vote at polling stations at border gates.
    • Voting at border gates begins at 08:00, 45 days before the election and continues until 17:00 on election day.
    • The YSK determines at which border gates polling stations will be established.
  • Electronic voting: The law authorizes the YSK to establish electronic voting infrastructure. The YSK decides for each election which method (polling station, border gate or electronic voting) will be used.

What to bring when voting

  • A document proving your identity: Turkish identity card, national identity card or passport. Boston's 2023 announcement listed a Turkish identity card, national identity card, driver's license or passport as accepted forms of identification for an address declaration.
  • The diplomatic mission information shown in the voter inquiry. You may not be able to vote at a mission where you are not registered; use the location shown in the inquiry.
  • Diplomatic missions may be very busy on election days. Consider going during the first days of the announced date range.

Common mistakes

  • Not submitting an address declaration after moving to the United States and therefore not appearing in the electoral register during the election period.
  • Trying to submit an address declaration as the election approaches, after the deadline for mail submissions has passed.
  • Assuming that your "other address" registration in Türkiye transfers your voter registration to the United States.
  • Going to a diplomatic mission other than the one shown in the voter inquiry.
  • Assuming that the last voting day at a diplomatic mission is election day. Voting at diplomatic missions ends three days before the election.
  • Thinking that you can vote from the United States in local elections.

Frequently asked questions

  • Can I vote by mail? Law No. 298 contains a provision concerning voting by mail. However, the YSK decides for each election which methods will be used. Announcements from the United States for recent elections concerned polling stations and border gates.
  • What happens if I am in Türkiye on election day? If you are registered in the overseas electoral register, you may vote at a polling station at a border gate until 17:00 on election day.
  • Can I vote in a municipal election? No, not from the United States. People living abroad cannot vote from abroad in local elections.
  • How do I check my registration? Through the YSK's Voter Inquiry page or the YSK Call Center. You can also view your address through e-Devlet.
  • When is the next election? The YSK announces the election schedule. As of October 16, 2026, the YSK website did not list an election in which voting from abroad would be possible.
