This page explains the Turkish passport and Turkish ID card procedures for Turkish citizens living in the USA, obtaining a population registration copy, registering births, marriages, and deaths in the Turkish population registry, and declaring an address. We obtained the 2026 fees from the consulates' own 2026 information notes. For passport procedures in Türkiye and passport rules concerning US visas, see 1.10 Passports and documents.
Turkish passport: rules and required documents
- Applications are made in person and by appointment. Lost passport applications also require an appointment. New York, Los Angeles, Houston, and Boston do not accept applications by mail.
- Required documents:
- Turkish ID card or Turkish identity card bearing a Turkish ID number. Los Angeles states that it does not accept Turkish driver's licenses or US IDs.
- all current and previous passports
- 1 biometric photograph: taken within the last 6 months, with a white background, and compliant with the ICAO standard. konsolosluk.gov.tr specifies the size as 50×60 mm. Consulates require the photograph to be ready before the application; some may specify different dimensions, so check your own consulate's notice.
- police report for a lost passport application (Los Angeles and Boston)
- Validity: Passports valid for a maximum of 5 years are issued to those under 18, and passports valid for a maximum of 10 years to adults.
- There is no extension. A new passport is issued for every application. If you renew a passport that has not expired, the remaining validity is transferred to the new passport.
- A person may hold a maximum of two passports.
- If your name or other identity information changes, you must renew your passport. If you married in the USA, first register the marriage, then renew your ID card, and finally your passport.
- Fee-free student passport: Students under 25 who are enrolled in preschool, primary, secondary, or higher education in the USA may obtain a fee-free passport with a student certificate. The passport book fee must still be paid.
- Courses, seminars, certificate programs, and independent internships do not qualify.
- Los Angeles requests a letter obtained from the education attaché's office, while Houston requests a student certificate bearing a wet signature.
Passports for persons under 18
- Children must be present at the application regardless of their age. Children who have turned 12 also sign the form themselves.
- Both parents sign the consent section of the application form in front of the official.
- A consent document is required for an unavailable parent. The accepted form varies by consulate:
- Washington and Houston require a consent document issued by Turkish authorities (a Turkish notary or consulate).
- New York requires a Turkish translation and apostille for a consent document obtained from a US Notary Public; Los Angeles requires approval by a Notary Public and County Clerk.
- If a US court custody order has not been recognized by a Turkish court and registered in the Turkish population registry, the other parent's consent document is still required.
- For children born outside marriage, custody belongs to the mother; the mother's consent is required.
- For arranging a consent document at the consulate, see 11.4.

If you have been without a passport for a long time: According to the Boston Consulate General's 2026 notice, if more than 10 years have passed between the date your old passport expired and your new application, you are first charged the passport fee for a maximum of 10 years retroactively, followed by the fee for the period you request going forward. In this case, find out the total amount from your consulate before applying.
Passport delivery
- The passport is printed in Türkiye and sent to the consulate; you will be notified by email when it arrives.
- Delivery methods:
- In person: You go and collect it with your old passport.
- Representative or relative: The person you specified in the application, or a relative who brings your written petition, collects it together with your old passport.
- Mail: You send your old passport together with a prepaid return envelope bearing a tracking number. Instead of an envelope, New York also accepts a $31 money order payable to "Turkish Consulate General".
- If you have lost your old passport, the new passport will not be delivered; it will be canceled and you must reapply due to the loss.
- Pages containing valid visas in the old passport are returned to you without being canceled. For travel with a US visa, see 1.10.
Lost passport and temporary passport
- Report the loss or theft to the local police in the USA and obtain a copy of the report. Los Angeles and Boston require a police report for a lost passport application.
- Notify the consulate of the loss and apply for a new passport by making an appointment.
- If you need to travel to Türkiye urgently, you may request a temporary passport:
- it is issued in cases of passport loss, expiration, or emergencies such as a health problem or the death of a relative
- it permits one-way travel only to Türkiye or your country of residence and becomes invalid when the trip ends
- it is valid for 1 month in principle; in exceptional cases, for a maximum of 1 year
- documents: a front-facing 5×6 cm biometric photograph with a white background, ID card, and police report in case of loss
- If you traveled to Türkiye with a temporary passport, you must obtain a new passport from the provincial population directorate in Türkiye in order to travel abroad again.
- If you later find a passport whose loss you reported, apply to the consulate and have the record updated. Do not try to repair a damaged passport yourself.

Population registration copies and multilingual documents
- A population registration copy is issued free of charge at the consulate. You can choose an individual or family registration copy. It can also be obtained through e-Devlet.
- Instead of the English "Birth Certificate" requested by US authorities, the notary section of the New York Consulate General issues a translation of a population registration copy (Birth Extract). For this, make an appointment for "Certification of Copies of Turkish Documents".
- Forms A, B, and C (multilingual birth, marriage, and death registration copies) are valid among countries that are members of the International Commission on Civil Status. New York states that these documents are not valid before US authorities. The forms can be obtained with a barcode through e-Devlet.
- e-Apostille: Applications for population registration copies and Forms A/B/C obtained through e-Devlet are made via eapostil.gov.tr; the fee is paid by credit card. This service is not provided at consulates.

Marriage registration must be completed before applying for a new ID card. Details: 7.3 Registration of marriage in Türkiye.

- Since Law No. 5901 entered into force in 2009, permission is not required to acquire foreign citizenship.
- You notify the consulate in order to register your new citizenship in your population record.
- The application is made in person or with a special power of attorney; mail is not accepted.
- If the identity information in the US documents differs from the Turkish record, the procedure is not completed; a Turkish court decision establishing that you are the same person is required.

Address declaration
- You must declare your residential address within 20 business days of moving.
- In the USA, an address declaration may be made in person or by mail. For mail applications, complete and sign the "Address Declaration Form (B)" on konsolosluk.gov.tr. Enclose a photocopy of your ID and an address document issued in your name, such as a bill or a certified copy of a driver's license showing your current address.
- Adult family members living at the same address may declare each other's addresses. The mother or father makes declarations for persons under 18.

- a declaration made on time is free
- if overdue, $19
- an administrative fine in US dollars equivalent to TRY 17,051 for a false declaration
- according to konsolosluk.gov.tr, if the administrative fine is paid in advance without pursuing legal remedies, three-quarters is collected
- Address in Türkiye ("other address"): By completing the relevant section of the form, you may also declare an address in Türkiye as an "other address." This address is used for transactions such as buying or selling vehicles or real estate in Türkiye and school registration. Registration cannot be made if someone else, including a first-degree relative, lives at that address.
- What does an address declaration affect?
- your registration in the overseas voter registry; see 11.7 Voting from abroad
- prevention of General Health Insurance debt; see 11.6 Social security
- renewal of a Turkish driver's license at the consulate: the application is made at the consulate where your address declaration is registered, and the declaration must have been made at least 6 months earlier. A medical report obtained in the USA, its Turkish translation, and the contribution to the Foundation for Strengthening the Turkish Police Organization must be paid in advance. For a US driver's license, see 10.1 Driver's license.
