Russia's Federal Antimonopoly Service (FAS) has filed a lawsuit against tech giant Apple. According to the FAS statement, the company violated the legal requirement to pre-install domestic software on iOS devices sold in Russia.
The lawsuit was filed on the grounds that Apple did not pre-install the Russian messaging app 'Max' and the domestic app store Rustore on devices. FAS had previously warned Apple that the presence of a default foreign search engine on iPhones and iPads constituted discrimination against Russian developers.

Russian legislation requires that devices sold in the country must be able to use a local search engine or a search engine from a Eurasian Economic Union member state by default. Apple had partially responded to the warning by offering this option in the updated iOS version starting July 27.
However, FAS stated that the company did not fully comply with the warning and took no steps regarding the pre-installation of Max and Rustore. The lawsuit was filed under the Law on Protection of Competition.
If a violation is found, Apple could be fined under the Russian Code of Administrative Offenses.
