The family of Ricardo Gonzalez, a 40-year-old US citizen, says Immigration and Customs Enforcement (ICE) agents broke his arm during an arrest in North Long Beach, California, on Oct. 17.
According to his daughter, Gonzalez, who was born in Hanford, California, and is a former Long Beach city employee, was riding an e-bike near Elm Avenue and 56th Street when an unmarked vehicle carrying federal agents struck him, after which he was tased twice. Bystander video shows him lying face down in a gutter as agents kneel on his back while he repeatedly shouts that his arm is broken and asks for a paramedic.
The Long Beach Police Department said ICE had requested emergency assistance because of vehicle vandalism and a person in need of medical aid, adding that its officers were not involved in immigration enforcement and made no arrests. Rep. Robert Garcia condemned the agents' conduct. ICE had not commented on the incident.
