Matthew Unglesbee of Illinois has been charged with false information and hoaxes and with mailing threatening communications after four letters containing a white granular substance were sent to four members of Congress.
According to the charges, three of the letters carried the handwritten note "HA HA," and one included the message "HAH enjoy the gift." The envelopes bore Unglesbee's name and home address. A search of his home turned up a fifth, empty envelope addressed to a member of Congress.

Prosecutors said the FBI received an anonymous tip on Oct. 16 that Unglesbee had talked about mailing a suspicious substance to lawmakers, and the letters reached congressional offices about three days later. In an FBI interview on Sunday, he allegedly admitted sending the four letters and said the substance was salt.
One of the letters went to the Skokie office of Rep. Jan Schakowsky, an Illinois Democrat. Schakowsky said she will "not let threats stand in the way of serving the people of the 9th District."
