The Russian State Duma passed a law in its second and third readings that establishes uniform rules for the state registration and control of nuclear materials.
The law empowers the Russian government to set rules for the state registration and control of nuclear materials and special non-nuclear materials used in the development, production, testing, operation, and disposal of nuclear weapons and military-purpose nuclear power plants.
Scope and exceptions
The regulation covers materials owned by legal entities, excluding those held by units and organizations of the Russian Ministry of Defense.
Rosatom's authority
Simultaneously, the state corporation Rosatom is granted the authority to maintain the state register of the relevant nuclear and special non-nuclear materials and to adopt legal regulations governing the procedures for their registration and control.
Rosatom will also determine the reporting forms in the field of state registration and control of such materials, the procedure for filling them out, the order and deadlines for submitting reports, and the format of the state register itself.
The law will come into force on October 1, 2027.
