“I just completed a very successful call with President Putin of Russia,” Trump said on Friday, announcing that Russia would supply over 300,000 tons of diesel fuel to the American and global marketplace immediately, another 500,000 tons during November and 1 million tons right after. Depending on the status of its refineries, Russia would deliver another 3 million tons within a short period, he said.
The Treasury Department issued a temporary general license allowing Russian diesel to reach the global market, effectively waiving sanctions through April 2027.
Fuel prices ahead of the midterms

The deal comes as diesel prices have climbed about 70% since the Iran war began, with the national average at $6.27 a gallon, according to AAA, ahead of the Nov. 3 congressional elections. Kremlin envoy Kirill Dmitriev said “Russia-US cooperation on diesel and energy will benefit the world.”
Ukrainian President Volodymyr Zelenskyy criticized the move, saying any sanctions relief for Russia outside a lasting de-escalation agreement is “an obvious weakness.” Russian stocks rose in evening trading on the Moscow Exchange after the announcement.
