Matthew Whitaker, the US permanent representative to NATO, said the alliance should respond with restraint to developments it describes as hybrid threats. Whitaker also rejected the assessment that Russia poses a threat to NATO.
Whitaker also said that Russia does not want a conflict with NATO. Moscow has repeatedly stated that it has no intention of attacking NATO member states.
Unmanned aerial vehicles in NATO airspace
Assessing the unmanned aerial vehicles that have recently entered the airspace of NATO countries more frequently, Whitaker said these incidents were accidents resulting from actions by both sides in the conflict in Ukraine.
Whitaker said that a process leading to conflict would serve the interests of neither side and stressed that responses to hybrid activities should not be exaggerated.
Whitaker made these remarks in comments to the Associated Press.
Putin's statements
Russian President Vladimir Putin had previously said in an interview with American journalist Tucker Carlson that Moscow had no intention of attacking NATO countries and that such an attack would serve no purpose for Russia.
Putin had also argued that Western politicians frighten their populations with an imaginary Russian threat to divert attention from domestic problems.
