Elon Musk said the US administration has authority over the use of Starshield, Starlink’s military version, and announced that use and speed limits are ultimately set by the US president.
Musk made the assessment in response to former Ukrainian Defense Minister Mykhailo Fedorov, who said removing the speed limit on the Starshield system was critical to Ukraine’s defense.

Limits on Starlink’s military use
Musk said Starlink services are commercial in nature and that the system is limited to civilian or defensive activities. He said it would be inappropriate for a commercial company’s service to be used in offensive military operations.
Claim of speed restrictions in Ukraine
Sergiy Beskrestnov, an adviser to Ukrainian President Volodymyr Zelenskyy responsible for developing defense technology sectors, previously claimed that SpaceX had imposed speed restrictions on the military internet package used by the Ukrainian army.

Beskrestnov said the restriction had been applied to the military package of the Starshield service and that Ukraine’s defense forces had not been informed about the limit. Beskrestnov argued that the restriction had disrupted some operations and claimed that the development was linked to the current political situation.
