Palestinian groups that met in Cairo held Israel responsible for the failure to implement the ceasefire agreement in Gaza. The groups argued that Israel had backed away from its commitments under the agreement’s first phase and was violating the ceasefire every day.
The meeting was held on Monday in Cairo, the capital of Egypt. Hamas Political Bureau Chairman Khalil al-Hayya briefed group leaders and representatives on political developments and the latest situation on the ground.
Groups criticize Israel’s position
Al-Hayya conveyed the details of talks held over the previous two days with Egyptian officials, mediators and guarantors. Participants discussed the views and positions put forward by the parties.
Palestinian groups said Israel had not accepted the road map, failed to fulfill the responsibilities it assumed during the first phase of the ceasefire and violated the agreement on a daily basis. The groups said this position was preventing the agreement from being implemented.
In a joint statement issued on Sunday, Türkiye, Egypt, Saudi Arabia, Jordan, Pakistan, Indonesia, Qatar and the United Arab Emirates said Israel was obstructing peace efforts in Gaza and the occupied Palestinian territories.
Mediation efforts for the ceasefire continue
Israeli Prime Minister Benjamin Netanyahu rejected the 15-point plan prepared for Gaza, arguing that Hamas must first be disarmed. The road map issued by the Board of Peace on July 31 calls for the disarmament of Hamas and Israel’s withdrawal to be carried out gradually and simultaneously.
Mediators continue their efforts to implement the ceasefire agreement that took effect on October 10, 2025. According to the latest data from Gaza’s Health Ministry, 1,262 Palestinians have been killed and 4,168 injured in Israeli violations since the agreement took effect.
More than 73,000 Palestinians have been killed and more than 174,000 injured in Israel’s attacks on Gaza since October 8, 2023. The attacks have damaged approximately 90 percent of the infrastructure in the region.
Situation in the West Bank also discussed
Palestinian groups also placed developments in the occupied West Bank on the meeting’s agenda. The discussions covered the expansion of illegal settlements, efforts to change the character of the region and attacks against Palestinians.
The groups called for steps to strengthen Palestinians’ resilience, provide dignified living conditions and accelerate recovery and reconstruction efforts. They also called for protecting the Palestinian people’s right to self-determination and reorganizing the Palestinian political structure to establish an independent Palestinian state with East Jerusalem as its capital.
Since the start of the Gaza war, attacks and Israeli military operations have continued in the West Bank, while illegal settlement outposts and settlement roads have been expanded and restrictions on Palestinians’ freedom of movement have increased.
