Six generals of the People's Liberation Army (PLA) have been expelled from their membership in the National People's Congress (NPC). The decision was announced after a meeting of the NPC Standing Committee, the country's legislative body, held this week.
The expelled generals include three full generals and three major generals. Those removed were in charge of some of the military's most critical units.
Senior commanders expelled
The generals removed from the NPC are: General Shu Shuxian, head of the Armament Development Department responsible for defense modernization; General Guo Puxiao, political commissar of the Air Force Command; General Li Finbiao, political commissar of the Western Theater Command; Lieutenant General Wang Kangping, commander of the Joint Logistic Support Force; Lieutenant General Yin Hongxing, political commissar of the Southern Theater Command; and Lieutenant General Cang Minghua, commander of the Cyber Space Force.
These generals have also been expelled from the Chinese Communist Party. The party expulsion is seen as an indicator that they are under corruption investigation.
Former officials also on the list
Those expelled from parliament were not limited to active-duty generals. Former Chinese Communist Party Politburo member and former party secretary of Xinjiang Uygur Autonomous Region Ma Shinrui, former Guizhou party secretary Guo Yonghan, and former director of the National Financial Regulatory Administration Li Yunzi were also removed from their NPC memberships. It had previously been reported that investigations into these individuals for corruption had been launched.
Large-scale corruption investigations in the military
As part of corruption investigations conducted in the Chinese military over the past three years, many senior soldiers have been expelled from the military and the party, and their parliamentary memberships have been revoked.
The investigations initially targeted the PLA Rocket Force, responsible for nuclear weapons and long-range missiles vital for strategic deterrence, in 2023. They extended in 2024 to the Armament Development Department, responsible for military procurement and modernization.
During this process, two former defense ministers, Wei Finhi and Li Shangfu, were tried on charges of bribery and abuse of office, receiving two-year suspended death sentences. Both had previously commanded units that had undergone investigations.
From the Central Military Commission (CMC), the military's highest decision-making body, its vice chairmen, General He Weidong, who holds the country's second-highest military rank, and Political Work Department Director Admiral Miao Hua, have also been expelled from the military and the party due to investigations against them.
It is reported that another CMC vice chairman, General Cang Yuxia, and Chief of the General Staff, General Liu Jinli, have also been placed under investigation. As a result of the investigations, nearly all members of the CMC, as well as the chiefs of staff of the service commands and theater commands, have been removed from their posts.
