William Scharf will take over as White House counsel from David Warrington on Sept. 1. Trump announced the decision in a statement on his social media account.
Trump said Scharf, 40, had previously served as a federal prosecutor and represented him in numerous legal proceedings, including cases before the U.S. Supreme Court.
Trump also described Scharf as someone devoted to his country and respectful of the law.

Responsibilities of the White House counsel
The White House counsel advises the president on legal and policy matters. The office also serves as a link between the Department of Justice and the White House.
Presidential pardons, judicial appointments, legal reviews and congressional investigations are among the counsel's responsibilities. The office also handles litigation brought against the president.
Warrington's background
Before becoming the White House personnel secretary, David Warrington served as the chief legal counsel for Trump's campaign in the 2024 election.
In July 2025, Trump appointed Scharf to chair the National Capital Planning Commission, which is responsible for the construction and major renovations of federal buildings in the Washington area.
