At least four European Union member states, led by Germany, have objected to including the idea of "associate membership" for Canada in the joint statement for the EU-Canada summit, Politico reported, citing EU sources. The summit is expected to take place in Montreal on Oct. 29-30.
European Commission President Ursula von der Leyen floated the idea of granting Canada associate membership in her State of the Union speech in Strasbourg last month. Some EU members say she raised it without consulting national capitals first, and Germany wants the wording removed from the text entirely.

EU ambassadors failed to agree on the joint statement on Monday and put it to a "silence procedure," under which a text is adopted unless someone objects. Germany and at least three other countries objected before the deadline, and ambassadors are set to take up the issue again. There was no immediate comment from Prime Minister Mark Carney's government.
