The state of Minnesota is banning cryptocurrency ATMs, which scammers have used to direct victims to the machines in a panic through fake emergency, legal threat, and romance scam scenarios. Also known as crypto kiosks, these devices allow cash to be quickly converted into digital currency.
Ban Takes Effect in 2026
The ban will take effect on August 1, 2026. Operators must remove public machines by the end of this year. State officials note that scammers have used these kiosks to turn panic into payment.
Between 2023 and 2025, Minnesota recorded 134 complaints related to crypto kiosk fraud. Reported losses approached $1 million. It is reported that in 2025 alone, the state saw 70 cases and over $540,000 in losses.
Scammers Overcame Machine Warnings
Minnesota had previously attempted to add security measures to these machines. The state mandated warnings, limits, and consumer protections. However, law enforcement officials said scammers adapted to them.
Scammers stayed on the phone with victims, explained the steps on the screens, and taught them what to say if someone asked questions. Now Minnesota is taking a much stronger step by removing the machines from public use.
Why Crypto ATM Frauds Are Irreversible
Crypto kiosks create a dangerous mix for fraud victims. They accept cash, move money quickly, and leave little room for recovery after a transaction is completed.
With a bank transfer or credit card payment, there may be a chance to stop, dispute, or trace the money. Crypto works differently. Once digital currency leaves a wallet, it can move beyond borders or between multiple wallets before anyone understands what happened.
Minnesota Ban Could Influence Other States
Minnesota is drawing a line on public kiosks that are part of the crypto world, which has become a real problem for fraud victims. People in the state will still be able to use regulated online platforms to buy and sell cryptocurrency.
What will be removed are the machines that allow a frightened person to walk into a store, deposit cash, and send crypto while a scammer instructs them at every touch. Other states will watch what happens next.
