The U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory and Israel said in a report submitted to the U.N. General Assembly on Oct. 26 that Israel is "continuing to commit genocidal acts with the genocidal intent to destroy, in whole or in part, the Palestinians in Gaza."
The commission, chaired by Srinivasan Muralidhar, said the share of Gaza under Israeli control has grown from 53% to at least 60% since the October 2025 ceasefire, and that at least 196 people, including 43 children, have been killed along the advancing line. Figures from the Palestinian Health Ministry show more than 1,400 people killed in the year since the truce took effect.

In the West Bank, the report found crimes against humanity including extermination, persecution, torture, and rape and other forms of sexual violence. Airstrikes there killed 254 people between October 2023 and September 2026, compared with six between 2008 and October 2023, while more than 34,000 people have been displaced, the largest displacement since 1967. The commission described "a widespread and systematic attack on Palestinian civilians" that it called "the product of state policy."
Israel rejected the report. Its mission in Geneva accused the commission of running a "misinformation campaign to demonise the state of Israel" and called for it to be dissolved. The U.N. Human Rights Council set up the commission in 2021.
