Open enrollment for 2027 health insurance plans on the Affordable Care Act (ACA) marketplace begins Sunday, Nov. 1, 2026. People who buy their own coverage through HealthCare.gov or a state exchange can compare plans, enroll or switch plans during this period.
In most states, the deadline to enroll for coverage that starts Jan. 1 is Dec. 15. Open enrollment ends on Jan. 15, and plans chosen after Dec. 15 take effect on Feb. 1. Dates can differ in states that run their own exchanges.
Premiums are rising again. According to health policy research group KFF, insurers have proposed a median increase of 15% for 2027, the second straight year of double-digit increases. The enhanced premium tax credits that lowered costs for millions of people have expired, and marketplace enrollment fell by about 3 million from 2025 to 2026, according to federal data.

Many immigrants who previously qualified for marketplace savings will no longer be eligible. Lawful permanent residents (green card holders), Cuban-Haitian entrants and COFA migrants remain eligible, AARP reported.
Subsidies for 2027 are based on expected income for 2027, not 2026. Oregon residents will enroll through the state’s new exchange instead of HealthCare.gov. KFF says six insurers are joining the marketplace for 2027, while 11 are leaving.
To apply, create an account at HealthCare.gov or your state exchange, enter household and income information, compare plans by monthly premium, deductible and doctor network, and choose a plan before the deadline. The federal government has paused the registration of new agents for this enrollment season, but existing agents can still help.
