Vice President JD Vance has written to Mohsen Rezaei, described in reports as Iran's top security official, proposing direct negotiations between the United States and Iran, according to U.S. media reports. Qatari mediators delivered the letter, which Vance wrote last week, on Sunday, Oct. 25.
Vance offered to lead the U.S. delegation

In the letter, Vance proposed that American and Iranian officials meet as soon as possible and said he could head the U.S. delegation himself. He also asked that Iran's nuclear program be on the table from the start of the talks.
A U.S. official said President Donald Trump read and approved the letter before it was sent. Trump, asked about the outreach, said Vance had sought his opinion and described the contact as related to medical aid. "Iran needs help with medical supplies. Basically, it's getting supplies in to help people that are not well," he said.
Talks could open next week in Qatar or Türkiye
No date or venue has been set. U.S. and Iranian officials told The New York Times that, if Tehran agrees, negotiations could begin as soon as next week in Qatar or Türkiye.
Iranian Foreign Minister Abbas Araghchi said Tehran remains in contact with intermediaries. Rezaei, however, has said Iran will not negotiate until its fundamental demands are met, and he has warned that Iran could target U.S.-linked infrastructure if American strikes resume.
Qatar has been pushing to revive U.S.-Iran talks with Türkiye's backing, Türkiye Today reported, as Washington weighs renewed military action against Iran.
