Military officials from eastern and western Libya visited the US-run Ramstein Air Base in Germany from August 3 to 6 as part of efforts to unify the country’s divided military structure.
The US Embassy in Libya said the Libyan officials held talks with personnel from the US Air Force’s 86th Airlift Wing on air transport operations, aircraft maintenance and airport management. The embassy said the engagement with Air Force personnel from different parts of Libya demonstrated support for initiatives to unify and develop the country’s military institutions.
Inspections at Ramstein
During the visit, the Libyan participants toured the air traffic control tower. The officials also inspected a C-130J Super Hercules military transport aircraft, boarded it and observed its tactical airlift capabilities firsthand.
Military and political division
Libya’s military structure is divided between the east and west. The western structure is affiliated with the internationally recognized Government of National Unity, while the eastern structure operates under the leadership of Khalifa Haftar.
As part of efforts to achieve unification, the two military structures are conducting dialogue under the auspices of the United Nations Support Mission in Libya. The talks are proceeding במסגרת the Joint Military Commission 5+5, which includes five soldiers from each side.
Libya’s political structure is also divided between two governments. The Tripoli-based Government of National Unity is headed by Abdul Hamid Dbeibeh and governs western Libya.
The eastern government, established by the House of Representatives at the beginning of 2022, is headed by Osama Hamad. Based in Benghazi, the government controls all of eastern Libya and most of the cities in the south.
Multinational exercise in Sirte
Part of the US-led multinational Flintlock 2026 military exercise was held in Sirte, central Libya, in mid-April. Forces from more than 30 countries participated in the exercise alongside military factions from eastern and western Libya.
The United Nations Support Mission in Libya continues its efforts to achieve elections that would renew the legitimacy of the country’s institutions. Efforts to advance the electoral process have so far produced no results.
