U.S. special envoy Steve Witkoff praised Russian President Vladimir Putin as a “humanitarian” on Wednesday as he thanked him in St. Petersburg for releasing Stephen James Hubbard, an American who had been held in Russia for more than four years, The New York Times reported.
The release of the 74-year-old teacher followed a direct appeal from President Donald Trump to Putin. Russia had accused Hubbard of fighting for Ukraine as a mercenary, charges the State Department called fabricated.
“You talk so much about my president, President Trump, being a humanitarian,” Witkoff told Putin. “You are a humanitarian also, sir, and I salute that.”

Putin is wanted by the International Criminal Court on war crimes charges linked to Russia’s war against Ukraine. Trump has long rejected the authority of the court.
The Times said the envoy’s remarks capped a turbulent 12 days in which Trump repeatedly sided with Moscow. In that time he announced that the United States would buy Russian diesel fuel, suspended new sanctions on Russia and called on Ukraine to replace President Volodymyr Zelensky.
Witkoff arrived in St. Petersburg from Oslo, where he had met Zelensky and European officials to discuss proposals for ending the war in Ukraine.
